CPSC eFiling for Adult Toys: 2026 Checklist for US Importers

Not every adult toy automatically requires CPSC eFiling. Learn what US importers should check for batteries, GCC review, labels, and shipment documents.

From July 8, 2026, CPSC eFiling will become part of the import preparation process for many regulated consumer products entering the United States. However, US importers should not assume that every adult toy or adult wellness product automatically requires eFiling.
The key question is whether the specific product is subject to a CPSC rule that requires certification. Early review is especially important for electronic products, private label orders, and items with batteries or remote controls.

What CPSC eFiling Actually Means

CPSC eFiling is the electronic submission of certificate data for imported consumer products that require CPSC certification. The data is filed through the US customs entry process, normally by the importer or its authorized customs broker.
In practical terms, eFiling does not create a certificate requirement for every product. It changes how required certificate information is submitted. If an adult wellness product is not subject to a CPSC certification requirement, CPSC eFiling may not apply.
Importers can review the official CPSC eFiling guidance and confirm the correct treatment with their customs broker or compliance team.

Why Adult Wellness Products Need Case-by-Case Review

Adult toys are normally general-use consumer products, not children’s products.
One item may have a rechargeable lithium battery. Another may use dry batteries, include a CR2032 remote control, connect to plug-in power, or contain no battery at all. Packaging, warning labels, instructions, electronic components, and private label changes may also affect the documents that should be reviewed.
Buyers should check the complete product configuration before production and shipment.

Battery Type Matters

Different power systems may create different document needs:
  • Rechargeable lithium battery products: Shipping preparation may involve UN38.3, MSDS/SDS, battery specifications, labeling, and other transport documents. These are not the same as CPSC eFiling.
  • Dry battery products: Buyers should confirm the battery type, whether batteries are included, and what labeling or transport information is needed.
  • Button or coin battery products: Products containing or designed to use button or coin batteries may require special review under Reese’s Law and 16 CFR Part 1263.
  • CR2032 remote controls: The remote control should be reviewed as part of the finished product package. Battery compartment security, warning labels, packaging warnings, instructions, testing, and certification may all matter depending on the design and how the battery is supplied.
  • Plug-in products: Plug-in products may involve separate electrical or adapter-related document review, but these issues should not be confused with CPSC eFiling.
  • Products without batteries: They may have fewer battery-related documents, but this does not by itself determine whether another product rule applies.
The CPSC lists button cell and coin battery requirements among the rules that can require certification for general-use products. This is why a small CR2032 remote should not be overlooked during adult toy compliance review.

CPC, GCC, or No CPSC eFiling?

A Children’s Product Certificate, or CPC, is mainly for products designed or intended primarily for children aged 12 or younger. Normal adult wellness products should not be treated as children’s products simply because the word “toy” appears in the product category.
A General Certificate of Conformity, or GCC, is used for a general-use product when it is subject to an applicable CPSC rule requiring certification. For example, a general-use product covered by applicable button or coin battery requirements may need GCC review.
For products manufactured outside the United States, the GCC is normally issued by the importer. Overseas suppliers can support the process by providing available product information, manufacturing details, and testing records for review.
Some adult products may not require CPSC eFiling because they are not subject to a CPSC certification requirement. The final classification should be confirmed by the US importer, customs broker, or compliance team based on the actual product design and applicable rules.

What Buyers Should Prepare Before Shipment

Prepare the following information early:
  • Product name and model number
  • Battery type and battery specification
  • Whether the battery is installed, included, or packed separately
  • Remote control battery details, especially CR2032
  • Available test reports
  • Product labels
  • Packaging artwork and warning labels
  • User manual or instruction sheet
  • US importer information
  • Manufacturing date and place of final assembly, when required for certificate data
  • Any testing, certification, or labeling plan required before production
For private label adult toys for the USA, packaging artwork should not be finalized before battery warnings and required label content have been reviewed.

How Hotlove Supports US Orders

For US orders, we can help review available product documents, battery details, labeling information, and packaging requirements together with your importer or compliance team.
Hotlove can provide available product documents, supplier-side information, and testing records for review before shipment. Any additional testing, certification, or labeling work should be confirmed before order production.
This support is meant to help buyers prepare and organize product information. It should not be treated as a final legal, customs, or regulatory determination.

Final Thoughts

CPSC eFiling for adult toys should be handled through early product classification, not panic or broad assumptions.
Check the power system, battery compartment, remote control, labels, packaging, instructions, and available reports before production. Then align the product file with the US importer or compliance team before shipment. For buyers sourcing adult wellness products from China, this kind of early review can help avoid last-minute label, document, or shipment problems.
